一、孔雀团队
单个团队的项目平均资助强度为2000万元。申报团队应当符合以下条件：

为大力引进高层次创新创业人才(团队)，发挥高层次人才对高新技术产业的支撑引领作用，根据《关于进一步完善人才工作机制 加快推进创新发展的实施意见》(温龙委发〔2013〕56号)文件精神，我区面向海内外引进高层次人才创业(创新)项目，具体公告如下(常年有效)：
一、引进条件
重点引进带技术、带项目、带团队、带资金的，2013年12月11日以后来我区创新创业的，或尚未进行工商注册登记，但已与相关部门达成来我区创业意向的高层次人才(团队)，其项目必须符合我区鼓励类产业导向。条件明确如下：
1、高层次人才标准
(1)获得硕士以上学位(或相当于副高以上职称)，在国内外大型企业或知名高校、科研机构关键岗位从事研发和管理工作3年以上;
(2)自然科学方面的研究成果具有重要科学价值，得到国内外同行专家认可，达到国内领先或国际先进水平;或拥有自主知识产权，技术上有重大发明创造或重大技术革新，处于国际领先地位，能够填补国内空白，科研成果市场开发前景广阔;
2、创业项目标准
(1)创业项目应为我区鼓励发展的产业，主要包括激光光电、生物医药、节能环保和新能源、新材料、先进装备制造、软件与文化创意、现代服务产业等战略性新兴产业和高新技术产业(见附件1);
