为认真贯彻落实省委办公厅、省政府办公厅印发的《关于大力实施海外优秀创业创新人才引进计划的意见》(浙委办〔2009〕73号)和市委办公厅、市政府办公厅印发的《杭州市全球引才“521”计划实施意见》(市委办发〔2010〕35号)精神，围绕上城区“五主多副”现代产业体系，重点向高新技术产业、金融及其衍生行业、文化及文化创意产业、现代服务业倾斜，用5年时间，大力引进和培养带项目、带技术的海内外高层次创新创业团队10个;力争引进和培养海内外领军型人才20名(其中符合国家“千人计划”、浙江省“千人计划”及杭州市“521”计划条件的5名左右);大力引进留学人员创业企业10家，海外留学人才100名。

为推进实施“1211”人才计划，大力引进和培养海内外高层次创新创业人才来上城区创新创业，充分发挥他们在促进产业结构调整和加快经济发展方式转变中的作用。现将有关事项公告下：

海内外高层次人才是建设创新型国家、推动科学发展急需的战略资源。实施西湖区“325”计划，大力引进高层次创业创新人才，是西湖实施人才强区战略、加快建设创新型城区的重要战略部署。根据《西湖区关于引进海内外优秀创 业创新人才“325”计划实施意见》(西委办发〔2014〕56号),现就西湖区关于引进海内外高层次人才创新创业第四批“325”计划项目有关事项公告如下：

一、申报条件

“325”计划将重点引进和集聚一批在新一代信息技术、生物技术、节能环保、光机电一体化、高端装备制造产业、文化创意产业等领域的高层次人才团队和项目，并符合以下条件之一：

(一)海外创业人才。主要指带技术、带项目、带资金来我区创办企业的海外高层次人才。申报人年龄一般不超过55周岁(1959年12月31日后出生)，应在海外取得硕士以上学位，拥有自主知识产权或掌握核心技术、其技术成果国内先进或能够填补国内空白，具有产业化前景;为所在企业的主要创办人且为第一大股东(股权一般不低于30%)，或本人投入企业的实际资金在100万元人民币以上，企业实际投入资金不低于政府资助资金，税收级次属于西湖区。已落地项目须2011年5月24日后在西湖区完成公司注册手续。
