2015年深圳孔雀计划申报指南及政策解析

“孔雀计划”是2011年深圳市委、市政府提出的引进海外高层次人才(团队)来深创业创新的计划，旨在推动支柱产业和战略性新兴产业领域的人才队伍结构优化和自主创新能力提升，实现人才资源配置和产业优化升级的高端化、高匹配，推动经济发展方式进入创新驱动发展轨道。该计划将重点引进互联网、生物、新能源、新材料、新一代信息技术等战略性新兴产业;海洋、航空航天、生命健康等未来产业;先进制造和涉及民生改善的科技领域方面的人才。孔雀计划将以以下5种类别进行资助：

一、孔雀团队

单个团队的项目平均资助强度为2000万元。申报团队应当符合以下条件：

1. 申报团队需是在深圳市依法注册、具有独立法人资格的单位，或者是拟在深圳创办公司的团队;2.至少由3名海外专家、留学回国人员及有丰富海外工作经历人员组成;3.带头人年龄不得超过60岁，团队平均年龄不得超过55岁，同时团队成员从海外回深工作时间须在 2013 年 1 月 1 日之后。

受理时间：

网络填报受理时间：2015年1 月 1 日至 2015年3 月 29 日;

书面材料受理时间：2015年1 月 4 日至2015年3 月 31 日。

为大力引进高层次创新创业人才(团队)，发挥高层次人才对高新技术产业的支撑引领作用，根据《关于进一步完善人才工作机制 加快推进创新发展的实施意见》(温龙委发〔2013〕56号)文件精神，我区面向海内外引进高层次人才创业(创新)项目，具体公告如下(常年有效)：

一、引进条件

重点引进带技术、带项目、带团队、带资金的，2013年12月11日以后来我区创新创业的，或尚未进行工商注册登记，但已与相关部门达成来我区创业意向的高层次人才(团队)，其项目必须符合我区鼓励类产业导向。条件明确如下：

1、高层次人才标准

(1)获得硕士以上学位(或相当于副高以上职称)，在国内外大型企业或知名高校、科研机构关键岗位从事研发和管理工作3年以上;

(2)自然科学方面的研究成果具有重要科学价值，得到国内外同行专家认可，达到国内领先或国际先进水平;或拥有自主知识产权，技术上有重大发明创造或重大技术革新，处于国际领先地位，能够填补国内空白，科研成果市场开发前景广阔;

2、创业项目标准

(1)创业项目应为我区鼓励发展的产业，主要包括激光光电、生物医药、节能环保和新能源、新材料、先进装备制造、软件与文化创意、现代服务产业等战略性新兴产业和高新技术产业(见附件1);
